Presentation of the company

Established in 2003, DevStat is an independent, private consultancy company located in Valencia (Spain), specialised in the implementation of international projects in the field of statistics, statistical methodology support and processing of quantitative information.

DevStat is specialised in projects where statistics interest institutional strengthening and development in a twofold aspect:
▪ Development of Statistics: strengthening statistical systems through technical assistance and capacity building;
▪ Statistics for Development: producing high value-added statistical information, relevant for policy design and socio-economic decision-making.

DevStat has participated in projects financed by multilateral entities and organisations such as Eurostat, and other European Commission directorates and agencies (e.g. EuropeAid, DG Maritime Affairs and Fisheries, Eurofound, DG TRADE, EUIPO, EASME), the World Bank, the Inter-American Development Bank or the United Nations. DevStat has provided consultancy services for EU member states, in Central and Eastern Europe, in Asia, North African countries, Latin American countries and some ACP countries as well as Middle East countries.

DevStat is a company specialised in official statistics with extensive working experience for Eurostat. The company has a deep knowledge of the international and European Statistical System (ESS), as well as of Eurostat’s vision and modernisation strategy. In this area, DevStat was granted in 2015 with a Eurostat framework contract on European Statistical Training Programme (ESTP), Lot 1 - Statistical methodology, as well as with the organization of several workshops and events aimed at discussing and promoting the modernisation initiatives within the ESS. Furthermore, in the area of statistical methodology, DevStat implemented a 4-year framework contract for Eurostat on “Methodology and Research” (framework contract no. 6001. 2008.001-2009.065) from 2009 to 2014.

Moreover, DevStat was commissioned studies for the statistical quality assessment including recommendations for improvement of European wide surveys, namely: European Quality of Life Survey, European Company Survey or the Experimental Eurobarometer on Consumer Empowerment. Currently, DevStat is providing support to Eurostat, in the context of the ESS Vision 2020 supporting framework QUAL@ESS, by implementing the project on “Development of Conceptual Elements for a Common Quality Framework in the ESS”.

DevStat’s experience also cover the organisation of technical workshops and events for Eurostat, e.g. Big Data (Rome 2014), ESS Modernisation Workshop (Bucharest, March 2016), Visualisation Workshop (Valencia, May 2016), and Dissemination of Official Statistics as Linked Open Data (Valletta, January 2017). These included in all cases the preparation of agendas and the preparation of technical reports supporting high level strategies.

DevStat’s team is composed of senior and junior statisticians, socio-economic analysts and evaluators, including experienced project managers responsible for the implementation and backstopping of national and international projects. They are also qualified to provide short-term expertise. Apart from in-house staff, DevStat counts on a wide network of senior and junior freelance experts, many of them with experience in National Statistical Institutes (NSIs) and international organisations, covering all the main areas of official statistics, such as macroeconomic statistics, social statistics, environment statistics, development statistics, demography, surveys and census implementation, business statistics, etc. DevStat cooperates with various partners, private and public, for specific projects. DevStat has recently established the University of Valencia – DevStat Chair, through which research in the following fields is targeted: data visualisation, big data and behavioural economics. The company was established by Mr José Cervera (CEO) and Dr José Vila (Scientific Director), both international experts with extensive experience in statistical projects.

Job description: Junior Consultant

Tasks
• Technical support to Senior Consultants for the preparation of proposals and reports for international organisations (European Commission, United Nations, World Bank, etc.), public institutions (Governments, NGOs) and large private companies: information collection, synthesis and analysis as input to projects and proposals, analysis of methodologies, revision and final editing of reports and presentations;
• Support to project management (planning, budgeting, implementation of certain project tasks, evaluation and reporting, use of project databases);

Requirements
• University degree (Graduado, Licenciado, Master is a plus) in Statistics, Economics, Mathematics, IT or similar studies
• Excellent written, read and spoken English. Other languages are a plus.
• Experience in drafting technical papers, reports, master’s thesis, etc. is a plus
• Excellent use of MS tools (Word, Excel, Powerpoint).

Job description: Junior Statistician

Tasks
• Technical support in data analysis and quantitative methods to Senior Consultants for the preparation of proposals and reports for international organisations, public institutions and large private companies: data collection, visualisation and analysis as input to projects and proposals, analysis and development of quantitative methodologies, revision and final editing of reports and presentations;
• Contribution to scientific research: bibliographical search and review, data analysis and reporting for scientific papers and research projects (Horizon 2020 and similar)

Requirements
• University degree (Master, PhD is a plus) in Statistics, Econometrics, Mathematics, Physics, Engineering, IT or similar studies
• Good written, read and spoken English. Other languages are a plus.
• Experience in drafting technical or scientific papers, reports, master’s thesis, etc. is a plus.
• Good knowledge of R and other software for quantitative analysis (Python, STATA, SPSS, SAS, etc. );
• Excellent use of MS tools (Word, Excel, Powerpoint).

Job description: Junior IT expert

Tasks
• Web programming as support to research and consulting projects. This may include the preparation of questionnaires online, dynamic websites, use and development of databases.
• IT maintenance tasks to support business activities, acting as contact point with an external IT equipment and maintenance service provider.

Requirements
• Professional degree in Computer Science.
• Good written, read and spoken English. Other languages are a plus.
• Good knowledge of JavaScript, PHP and JS libraries such as jQuery
• Good knowledge of web programming languages such as HTML5, CSS3 and CSS frameworks, and responsive design
• Knowledge of MVC architecture
• Good knowledge and practice in using SQL and MySQL database servers
